Package: libfilter-perl

The package could helpfully include the "encrypt" script from the
sources (in the decrypt subdir), which is needed to produce the format
Filter::decrypt operates on.  The standalone "decr" decrypt could be
included too.

I get the impression Filter::decrypt is mainly an example, so just
chucking the scripts under /usr/share/doc could be enough.  Wherever
they live the Filter::decrypt docs should cross-reference so as to know
where/how to encrypt.
