Ok, I disabled the non-UTF8-locales in /etc/locale.gen, changed
LANG=de_DE.UTF-8 in /etc/environment, but this did not help, it is set
somewhere else as well. So for testing, I manually set LANG and
LC_CTYPE to de_DE.UTF-8. So now reportbug would report
Locale: LANG=de_DE.UTF-8, LC_CTYPE=de_DE.UTF-8 (charmap=UTF-8)
(ignored: LC_ALL set to de_DE.UTF-8)

I'm not sure what you mean with "your terminal has to match these"?
TERM is set to "linux".

This does not seem to have helped, though. In the help screen
non-ASCII chars seem still to be replaced by "?" while strings in the
menu bars and in mutts questions have missing characters (seems like
the non-ASCII characters and the following character are missing).

Btw. vim is working fine in the terminals, though some German man
pages also look non-optimal, so maybe my locale is not 100% correct.
And if only the non-ASCII characters would be replaced by "?" then I
could live with it, but completely "empty" messages?

Thanks for your suggestions. If you know a checklist (or a FM) for
setting locales properly I'll gladly read it!
