Right, that's what I mostly did when I thought up new tags.  The reason
I was trying to add the system tag was that my multi-binary package
powertweak had had some but not all of the binaries tagged so as a first
pass I went through and applied relevant tags from the other packages in
the multi-binary set to the untagged package, "system" being among
those.
