Ubuntu does not ship 4.9.1 yet. Please note that the ping plugin optionally uses new features of liboping which are not available in version 0.3.5 (which is what you're using). Whether those features are used is determined at compile time. I cannot reproduce that error on Debian Sid using liboping 0.3.5 from Lenny.
