When I reboot a Debian client, it apparently unregisteres itself via DHCP. When
I've got an open SSH session with auto-reconnect enabled (SecureCRT), it can't
find the host even though it's back up.
Would it be possible not to send NAKs for local unregistered systems?

It's not clear exactly what is happening here. Could you include some
log-file extracts? It is normally the client which end a DHCP lease
early at shutdown, but that is DHCPRELEASE, not DHCPNAK.
