Which happens very often with OCaml packages (this is the only way for us maintainers to make buildds wait for the new versions of the dependencies to be (re-)compiled). So you can backport mldonkey as is, by just dropping the versioned build-dependencies to ocaml and lablgtk2 and without complexifying the work of other backporters by, for example, backporting a version of dh-ocaml >= 0.9 that is very intrusive and has been avoided so far *on purpose*. In general, before making "official" backports (i.e. for backports.org), you should ask the original maintainers as explained in [1].
