I can not reproduce it. In my system it create the date as <year>2010</year> (without comma).
I don't know if could be a problem related with the locale, but I tried with your locale (LANG=en_US.UTF-8, LC_CTYPE=en_US.UTF-8) and it didn't appear. Do you have any idea what can be different in your system?
