I did run into this bug, too, when installing the package:
# apt-get install chrony
Reading package lists... Done

The package chrony should be rebuilt with new debhelper to get trigger
support

dpkg: error processing chrony (--configure):

Inserting the "sleep 1" commands did fix this problem for me.
