The example torrc included in the package says the following in the
DirPortFrontPage configuration section:
... See contrib/tor-exit-notice.html for a sample
However this file (and all of contrib) is not included in the package. You can
find it by rummaging around in upstream's git, but it would be nice if it were
included in the package.
