I think, that is a serious bug as it blocks the update and so is a
policy violation.
When updating bacula it tries to start the fd twice and the second is
always failing.

As you can see the automatically by dh-installinit created part hits the
problem.
However, I think that might be more a problem of dh-installinit as a
other package had the same problem in past (I do not remember which).
