Many variables in /etc/backup-manager.conf can be customized through
debconf, but the config script does not honor manual changes to these
variables in backup-manager.conf, instead it uses old values from the
debconf cache.

Thankfully, ucf will detect these changes, preventing silently
overwriting a manually changed /etc/backup-manager.conf on upgrades, but
this is still bad.  If someone edits backup-manager.conf and later
decides to dpkg-reconfigure backup-manager, they will be presented
outdated and wrong defaults.
