Package: debconf-utils

When you install a package (for example cvs or dokuwiki), when debconf
ask you some parameter (for example cvs root), you can put what you
want, debconf always the value 1. So the package can't be installed.

I use the old version of debconf-utils from the apt archives:
dpkg -i debconf-utils_1.4.53_all.deb

With this version, the pb disapear.
