suidregister has not been in Debian in years, and the fallback behavior
is not ideal. This program should be switched to use dpkg-statoverride.

IMHO it's also weird to do the symlinks in /usr/local/bin. If the
utilities are meant to be used by regular users they should be in the
regular user path by default.
