A few moths ago NLTK package was rejected by ftpmaster because of incomplete debian/copyright and unknown licensing of some files:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=279422#71w3af contains an embedded copy of NLTK and it looks like all ftpmaster's concerns apply as well to w3af.
