Package: phppgadmin

Justification: renders package unusable

With the upgrade in Sid to Php 5.3 it appears that phppgadmin needs
some changes.  The error message was

Deprecated: Assigning the return value of new by reference is
deprecated in /usr/share/phppgadmin/classes/Misc.php on line 342

This is just the first of many error message that appear - fix one and
others come
