Saw this same problem on boot again. Had dist-upgraded several hours before rebooting.
Reinstalling gnome-power-manager and then killing gconf got it working again this time. (Killing and restarting gconf did not help before reinstalling gnome-power-manager, and /usr/share/gconf/schemas/gnome-power-manager.schemas was present before the reinstall.)
