Since it works for other packages this is not a network conection issue.
It's a timeout, 60 seconds, set in reportbug. you can use querybts to
query the BTS for linux-2.6 and the '-O' option of reportbug to report
the bug without doing any external queries.
querybts seems to have the exact same issue.
