Currently SERVER_UIDS in config.h is set to www-data. This means that running 
with mpm-itk (a processing module that allows you to setuid to a local 
user) will not work if you set it to run as a different user then www-data.

Perhaps a better way would be to leave SERVER_UIDS undefined and set the group 
ownership of /usr/sbin/pwauth to www-data.
