I can confirm this bug, the php-apc package in sid seems to brake PHP/Apache -- I tried it on two development systems, and it caused strange errors and segfaults on both.
However, the proposed 3.1.3p1 version from Pietro seems to work great, installed on both those machines and so far no problems to report!
