FYI, the -f option also appears to be important; with a btrfs root
filesystem I tried "touch /forcefsck; reboot" and got

  Checking root file system...fsck from util-linux-ng 2.16.2
  Could not open -f
  fsck died with exit status 1
  failed (code 1).

AFAICT this doesn't affect the solution (workaround) discussed
elsewhere in this thread.
