It's NOT /dev/shm specific, just mount /var with nodev mount option
and you'll explore the same behaviour in the default
settings/options/mode.

Other software like debootstrap, FAI,... includes the according
checks, like:

| /usr/share/debootstrap/functions: line 1047: 
/home/mika/tmpfs/foo/test-dev-null: Permission denied
| E: Cannot install into target '/home/mika/tmpfs/foo' mounted with noexec or 
nodev
