In http://www.linux-france.org/prj/imapsync/dist/imapsync-1.286.tgz, there is a require when needed, but this one is commented out, too. This bug is fixed in a later upstream version, though.

Did you even bother to check whether debian uses automatic tools to find the dependency? And now to something productive: Debian should just upgrade to a newer upstream version to fix the bug.
