librdf0 Recommends redland-utils, which seems excessive. Recommends
"should list packages that would be found together with this one in all but
unusual installations", but now that multimedia-related packages are starting
to use RDF behind the scenes, I don't think installations where the user
doesn't care about manipulating RDF at the command line are unusual.

Some concrete examples: I don't see why the average user of Banshee,
gnome-applets, Empathy or Totem (which all depend on librdf via
gstreamer-plugins-bad and libslv2) would want redland-utils installed.

Similarly, libraptor1 Recommends raptor-utils. I haven't filed a bug for that;
feel free to clone this one.

Continuing to have a Recommends relationship from the -dev packages to the
utilities does seem reasonable, since people developing with those libraries
are more likely to want to manipulate RDF by hand.
