Actually, I pretty much like the solution used in update-grub...
If you want to avoid munging configuration files, a template system would
be more appropriate, I think.  That would make most settings in
/etc/default/extlinux obsolete as well.  The question of version specific
overrides is something to consider carefully.

templates? could you elaborate?

I'd be glad to help on this front, but decided to probe your intentions
before diving in.

i've added a simple update-extlinux that just fits my personal use-cases. if you have/know/want/whateer something better, i've absolutely no problems in completely trashing the current one and replacing it.
