Hi

I do not understand that much python, but I think i figured out the problem.

When the USB Serial Device is plugged in those steps happen:

- The Hotplug script waits for the device to appear.
- The Hotplug script sends the device name to the gpsd socket.
- The script notices that gpsd is not yet running and starts it.
- End.

So you end up with gpsd running, but as sending the device name failed, gpsd 
never
does connect to the serial port.
