When in command mode, using the shift key to capitalize/decapitalize input
maps <Shift> as the first key of the command.

For example, if I want to input the command 'ZZ'  with caps lock
deactivated I would press the keys in the following order,
    <Shift>zz
I would expect the command to register as 'ZZ'. However, the command
registers as,
    <Shift>ZZ
so the command isn't recognized.

I'm not sure if this is a bug or a feature, as using the command 'request
IGNORE_KEY <Shift>' solves the problem.

I'd suggest at least documenting this behaviour, if indeed it is the
intended one.
