This arch:any package is an indirect build dependency of itself (through libdatetime-format-strptime-perl), which causes bootstrapping problems. In particular, when the Perl ABI changes incompatibly as it usually does between major versions, the package can't be updated to the new ABI with a simple binNMU because it is uninstallable.
