Upstream is working on it at http://tracker.moodle.org/browse/MDL-21802 (you won't be able to view the bug entry, it's protected until the bug is fixed) and the patch from http://www.ja-sig.org/issues/browse/PHPCAS-52 is currently being tested for regressions.
