I think you have got currently two options:
1) convert your database to utf8
2) set in your config.pm, that otrs should not use utf8 as charset.
The problem is known, fixing it for new installations is easy, but it
may break existing ones :/

mysqlshow --status otrs2 tell us about latin1_swedish_ci encoding:

| xml_storage | ... | latin1_swedish_ci | ...
Is there any tip to solve this issue, and maintaining otrs compatible
with debian package ?
