grub-install --root-directory=/floppy /dev/fd0 was too big for a 1.4M floppy with ext2
Using a vfat filesystem gave warnings about installing on a partitionles disk, and messages about blocklists. I saw something about this problem in a grub bug report somewhere. So at first sight grub-rescue-pc is broken? Using --force did however work: I can't see why blocklists should not be safe on a ro boot rescue floppy?
