It is not clear to me why you suggest that we use version >= 1.11 of
libxmlrpc-c3-dev, since now, about 3 times later than your original
bugreport is filed, we have this (this is a local, updated twice a day,
mirror):

For packages targetting unstable, we should only use unstable
dependencies, since, otherwise, we would have a release critical bug
with the package failing to build from source.

I suggest that you file this bug against xmlrpc-c to see if it can
uploaded to unstable. Otherwise, we will have to live with the situation
that we have.
