While enabling the GDAL Dods support via OpenDAP, I found current
package is missing dap-config which is used by GDAL to discover
useful options for building. Currently there are multiple supports
present in OpeNDAP, i.e. a pkg-config .pc file, a dap-config script
and a dap-config-pkgconfig script, all provided in the sources. 
It is not clear to me why, but apparently this is due to 
historical reasons.

If you don't mind I would upload a NMU to add at least a working
dap-config to complete GDAL support.
