Moodle uses nusoap only if PHP version is smaller than 4 or PHP is compiled without SOAP. There is no need for nusoap for neither Debian squeeze or unstable - so the library can be simply removed in the new version of the package (it should be OK to remove it even in lenny as PHP4 is no longer supported).
