Hi,

the pam_wheel manpage says:

   root_only
          The check for wheel membership is done only.

which is a bit weird and confusing. I needed to look at the source to
understand what was meant here. How about changing this to:

          The check for wheel membership is done only when the target user
          is root (uid=0).
