Maybe we should not run MANIFEST tests during package build? MANIFEST
correctless has nothing to do with the package, right?
Not sure how to achieve it, though.
(1) Build-Conflict with libtest-distmeta-perl (dh-make-perl refresh
can be tought to do that)?
(2) Drop AUTOMATED_TESTING=1 (&co) from debian/rules?
(3) Another approach could be to patch Module::Build to not refresh
META/create MYMETA unless asked to.
My preference goes with (2).
