I could not reproduce this on my machine after creating a separate /boot partition. In any case, since kexec image can be anywhere on the filesystem, it makes sense to add a dependency on $local_fs in /etc/init.d/kexec-load. This change will be in the next version I will be uplaoding today. Please test and re-open the bug if this does not fix it.
