The BTS no longer accepts URLs like:
    http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=debian-el
but this is needed instead:
    http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=emacs-goodes-el

i.e. you needs to have the correct source package name, which worked for
abraca (which has the same source package name) but not for debian-el
(which doesn't).
