Hi,
as discussed several times IRL and on IRC, it would be nice if ftp.d.o
exported all packages' changelog files in some canonical location.
In addition to that it'd be desirable that the system export an index of
sorts that is easy to mirror and query in order to allow depending
systems to know if there is a changelog. This would enable snapshot.d.o
to link a package's changelog if (and only if) it exists (see #576820).
