I personally don't think running the selftests as non-root is a
workaround, but strongly recommended. For every software project,
'make' should run with as less permissions as possible (ideally in a
sandbox ;), and root permissions should only be used where really
required (usually 'make install'). My suggestion would be to make this
report wishlist, wontfix.
I think Debian packages are supposed to build using
debuild binary
I asked on #debian-mentors on oftc, and nobody disagreed with this
statement, though I don't know if it is Debian policy. Again, this is
using fakeroot as user, not really root. I'm don't really have any more
permissions then I would normally do - fakeroot doesn't magically grant
root permissions. I guess i could point #mentors or #devel to this bug and
ask for comments.
