During installation of packages dbconfig-common asks the correct questions, it does not attempt to create the database (local or remote), the database user (local or remote) and the values stored in /etc/dbconfig-common/<packagename> are all empty (strangely dbconfig-common seems to remember the values when dpkg-reconfigure is run).
