Something like 'Serious'.  Package is broken, it doesn't
do what the name implies.

No, it is not.  When I noticed the orange ball wasn't appearing
when login tells me I have 60 packages upgradeable I went directly to
the Debian BTS to find out why not.  I didn't 'expect' not to be
notified of updates.

run update-manager"

I'm running Debian, not Ubuntu.  I like the ability to
1.  See that updates are available
2.  Open update-manager by clicking on the orange ball
3.  Review the change logs of the packages and sometimes
    peruse the bugs reports by clicking on the links.

#2 and has been broken for some time (but that's an update-manager bug),
hence #3 is not possible, and now #1 doesn't work.  We seem to be 
rapidly going backwards with respect to the maintenance environment.
