Some more information: If I switch xpdf/okular to continous page display mode then the link works correctly (clicking it jumps to correct page). However in the default single page mode it doesn't work.
It works by default with acroread since acroread defaults to continous page mode, however if I switch it to single page mode it doesn't work there either.
