Looking at the INSTALL file, and the README in /usr/share/doc/rabbitmq-server, it seems like the README contains the top part of that INSTALL file, but not the rest. The README looks like this:

Please be aware that the instructions here may not be as up to date as those at the above URL. =========================================================================== but then there is nothing below. It seems like the README file is supposed to contain what is in the INSTALL document.
