Looking at the INSTALL file, and the README in
/usr/share/doc/rabbitmq-server, it seems like the README contains the
top part of that INSTALL file, but not the rest. The README looks like
this:

 Please see http://www.rabbitmq.com/build-server.html for build 
 instructions.

 For your convenience, a text copy of these instructions is available 
 below. Please be aware that the instructions here may not be as up to 
 date as those at the above URL.

but then there is nothing below. It seems like the README file is
supposed to contain what is in the INSTALL document. 

If the INSTALL contains nothing useful for Debian installations, and it
is going to be removed, then the README should also be removed, since it
is pointless how it is.
