I investigated the consequences of only having a virtual facility name
in the provides header, and this actually cause the init.d script to
not get start and stop symlinks in /etc/rcX.d/.  Raising the severity
to serious because of this, as such header causes the init.d script to
fail to start at boot.

Here is a test run in current unstable demonstrating the problem:

# update-rc.d fossology defaults
update-rc.d: using dependency based boot sequencing
insserv: script fossology provides system facility $PROJECT, skipped!
# ls /etc/*/*fossology
/etc/init.d/fossology
#
