Please note that the exception (URI::InvalidURIError) which causes the error message "bad URI(is not URI?)" is raised in /usr/lib/ruby/1.8/uri/common.rb, which belongs to package libruby1.8 However, the bug is probably in libhttpclient-ruby1.8 (the current name for libhttp-access2-ruby1.8), as Ryan said...
