a) Everyone used the same base version number. There are many ways that can not happen, maybe someone thinks the next version will be 1.1 and someone else 1.0.1. Or maybe the version is date-based. b) Using ~exp* in the version number. There's another way to tell that two different versioned changelog entries are both unreleased and equivilant for merging, and that is to look for UNRELEASED in the distribution field, as put there by dch. I suggest either adding a --merge-unreleased that uses that, or extending --merge-prereleases to also merge such entries. -- see shy jo
