Given that dpkg-source is not able to build such source package, that
request seems somewhat misfiled at this point.

If you really want to invest your time in such a project instead of fixing
whatever you don't like in 3.0 then get your plans laid out correctly:
- don't call that format "1.0", you should at least use "1.1" or something
  like that
- prepare the required patches for dpkg and have them accepted
- wait until that version of dpkg is in stable
- update dak to cope with the updated format
