git init comes with a --template=<dir> switch. Rather than letting
it do the default, which is to copy /usr/share/git/template to .git
of a new repo, in the case of gitolite, it might make sense to use
a gitolite-specific directory as template dir.

This template dir could contain the symlinks for the hooks as
a start, as well as a description file (which will likely get
overwritten anyway).

There seems to be no reason to install copies of all the sample
hooks into gitolite repositories, and exclude patterns don't matter
in bare repositories anyway.
