Indeed, $remote_fs is required here. ($local_fs is implied, but there's
no harm in listing them both if one so wishes.)
The header should also provide "chrony" proper, and depend on $network
and $named if available.
Here's a revised version:
# Provides: chrony time-daemon
# Required-Start: $remote_fs $syslog
# Required-Stop: $remote_fs $syslog
# Should-Start: $network $named
# Should-Stop: $network $named
