That's deliberate. My /boot is an encrypted LV, and the system cannot
boot from there. So it's useless to have grub on the hard disk. I
have a bootable USB stick which is regularly rsynced to the encrypted
/boot manually. I have /boot on the disk so that I can do updates of
the system without having the stick mounted.

I take care of having the USB stick bootable myself. A lot of grub's
automatisms do handle this situation rather badly.
